What Happened
As the Illinois General Assembly adjourned its fall veto session last night, lawmakers omitted the proposed $1.50 "retail delivery" tax from the final legislation. Initially introduced to raise emergency funds for the Chicago transit system, the measure would have added a $1.50 fee to every retail delivery order—regardless of size or value.
Through coordinated coalition advocacy, the Health & Fitness Association (HFA) and its partners helped ensure this harmful provision was kept out of the final bill—a major win for the fitness industry in the state.
Industry Impact
Had the tax advanced, it would have increased costs on all equipment, apparel, supplements, cleaning supplies, and other products delivered to facilities—forcing operators to absorb new expenses or raise prices for members. By preventing its adoption, HFA and coalition partners protected operators from unnecessary fees, preserved financial flexibility, and shielded consumers from higher costs.
